(ICPM) reserves the right to accept, or reject, any or all bids resulting from a "request for bid", or a non-solicited submittal of a bid. ICPM reserves the right to waive any irregularities in the bidding, when deciding awards. ICPM does not accept liability for bids not received, or received late, due to online electronic submittal failure, or any other delivery failure.
